Strategic Plan Outcome: Every Student Thrives Socially and Emotionally

Strategic Plan Measure: % of Students Attending Regularly

School “SMART” Goal: By June 2026, at least 75% of students will attend school regularly (90% or more of the time), as measured by district attendance records, through targeted family outreach, positive attendance incentives, and consistent monitoring.

Minimum Target: By June 2026, increase the percentage of students attending regularly from 68% 72%

Expected Target: By June 2026, increase the percentage of students attending regularly from 68% 75%.

Stretch Target: By June 2026, increase the percentage of students attending regularly from 68% 78% or higher.

Strategic Plan Strategy: We will increase student regular attendance by building strong school–family partnerships, creating a welcoming school culture, and implementing proactive systems of support and accountability.

Strategic Plan Goal Area 3: Progress on Standards

Strategic Plan Outcome: O1. All students demonstrate progress toward and achievement, of the standards

Strategic Plan Measure: % of students in grades 3-8 demonstrating proficiency on the state ELA test

School “SMART” Goals: 

Early Literacy K-2: By June 2026, at least 65% of K-2 students meet grade level benchmark in reading by spring 2026 as measured by Star Reading Universal Screeners and BSD Literacy Assessment Bundles. 

Minimum Target: At least 65% of K–2 students meet grade-level benchmark in reading by spring 2026. 

Expected Target: At least 70% of K–2 students meet grade-level benchmark in reading by spring 2026. 

Stretch Target: At least 75% of K–2 students meet grade-level benchmark in reading by spring 2026.

Upper Elementary & Middle School: By June 2026, the percentage of students in grades 3–8 meeting or exceeding grade-level standards in ELA will increase from 27.2% to at least 35%, as measured by state assessment results, through targeted interventions, progress monitoring, and instructional support. 

Minimum Target: Increase proficiency from 27.2% 32% 

Expected Target: Increase proficiency from 27.2% 35% 

Stretch Target: Increase proficiency from 27.2% 38%

Equity Focused Goal: By June 2026, the percentage of historically underserved students meeting or exceeding grade-level standards in ELA will increase from 20.6% to at least 28%, as measured by state assessment results, by implementing culturally responsive instructional practices, targeted small-group interventions, and family engagement strategies.

● Minimum Target: Increase proficiency to 25%

● Expected Target: Increase proficiency to 28%

● Stretch Target: Increase proficiency to 30%

Strategic Plan Strategy: We will ensure that all instruction and assessment in every grade and content area is guided by clear learning targets and success criteria (rubrics), so students know what they are learning, how they will be assessed, and what success looks like. Teachers will use the C6 Biliteracy Framework to collaboratively design, implement, and refine these targets and rubrics through PLCs to drive consistent, equitable, and rigorous instruction.
